I was a Merchant Mariner on the Great Lakes. We were required to join the Masters, Mates, and Pilots union to sail on the freighters. Most product (dirt, work dirt, ore, cole, coke, salt, fine sands) is hosed from above down into the cargo holds and through the unloading gates onto the conveyor belt. Product that cannot get get wet is when we use the vibrators which hammer against the cargo hold walls to break up the product.
What that guy was doing is extremely dumb and would get you fired.
